After five years of continuous, lawful residence you can usually apply for permanent residence in the Netherlands — either a Dutch permanent residence permit or the EU long-term residence permit — provided you have stable income and have passed the civic integration exam. The IND decides applications. EU/EEA/Swiss citizens have their own, simpler arrangements.
