Japan enacted its first AI law — the Act on the Promotion of Research, Development and Utilization of AI-related Technologies (AI Promotion Act) — in 2025, with most provisions in force from June 2025. It is deliberately innovation-first and imposes no direct fines or penalties; the government may issue advice, request information, or publicly note non-compliance. It sits alongside the AI Guidelines for Business (METI/MIC).
